Requirement: Acro Bike & Strength. You need to use the Acro Bike to hop up a hidden set of railings on the far left wall of the upper floor. This leads to the Sky Pillar Annex . Instead of Rayquaza, you fight a level 100 Shiny Mega Rayquaza. Upon defeat (it has a 100% catch rate via Master Ball or Timer Ball), the ground cracks. Jump down to find the Fractured Wing . This artifact allows any flying type to learn Dragon Ascent via move reminder. Artifact #4: The Rusted Crown (Abandoned Ship) Location: The Captain’s Quarters.
