Open your Creative Cloud app right now and click the three dots next to Premiere Pro. If you only see "English" listed, click "Other Languages" and install the one you need for your next project. Once the download finishes, your language pack is installed. Installing a pack doesn't automatically switch the UI. You must tell Premiere which one to use at launch. Premiere Pro Language Packs
