Offline Mode is a convenience feature, not a security exploit. Most modern Steam games require an online check-in every 2 weeks. Furthermore, if the "free" account changes its password or logs in elsewhere (which happens constantly), your Offline Mode token invalidates. You will be locked out of the game mid-session.

Accessing a Steam account that is not your own is a violation of the SSA. While you are unlikely to be arrested, Valve has the right to permanently terminate any account associated with this behavior.
