A: No. Photoshop Elements uses a separate, limited version of Camera Raw. ACR 6.7 is for the full Photoshop CS5 only.
Always download from official Adobe archives. Avoid third-party "cracked" plugins. And if you own a modern mirrorless camera, it is finally time to consider upgrading to Creative Cloud or switching to an open-source alternative.
